WORKFORCE TRAINING FUND PROGRAM (WTFP) EXPRESS GRANT SUMMARY ____________________________________________________________________________________ The Express Program, an offering of the Workforce Training Fund, provides Massachusetts employers fast, simple access to grant-funded training, helping businesses respond to emerging needs. FUNDING LIMITS• Grant funds are limited to $15,000 per company per calendar year• Up to $300 per instructional hour• Up to $3,000 per employee per course• Businesses are responsible for covering any costs beyond these caps out-of-pocket

EMPLOYER ELIGIBILITY• Massachusetts businesses with 100 or fewer Massachusetts W-2 employees may apply• To qualify, businesses must pay into the Workforce Training Fund (all for-profit companies do)• “Massachusetts businesses” are defined as companies with work being performed in Massachusetts that have an office, factory, warehouse, or other physical location in Massachusetts owned or leased by the companyo Employees’ home addresses and P.O. boxes do not qualify as locationso Locations owned or leased by company ownership may be countedo Only companies that meet this definition and all other program guidelines can be approved for a Workforce Training Fund grant

EMPLOYEE (TRAINEE) REQUIREMENTS• All trainees must be full-time or part-time payroll employees of the company receiving the Express Program grant• Trainees must be employed in Massachusettso Trainees are not required to live in Massachusetts• Contractors or employees of other firms (e.g., temporary workers) are not eligible to participate in grant-funded training

REQUIRED DOCUMENTATION• A Certificate of Good Standing (COGS) from the Massachusetts Department of Revenueo Must include the business’s full legal nameo Notice Date must be within 6 months of application submission• A Certificate of Compliance from the Massachusetts Department of Unemployment Assistance (DUA)o Must include the business’s full legal name and FEINo Must explicitly verify WTFP contributor statuso Must not be expired• A signed Form W-9 listing the full legal business name and FEINo Must be dated within one year of application submission

GRANT PROGRAM RULES• Eligible employers cannot have a grant open with both the WTFP General and Express Programs at the same time• Employers must complete training under one program, submit required post-training documentation, and receive formal closure approval before applying to the other program• Applications submitted to the Express Program from active General Program grantees will be closed, and applicants will be redirected to reapply once their General grant concludes

MULTIPLE GRANT OPPORTUNITIES• Eligible employers are encouraged to apply at any time for funding that is right-sized to their current needs• Companies with 100 or fewer employees working in Massachusetts may apply for and receive more than one Express Program grant at a time, up to a total of $15,000 in new grant funds per calendar year

REIMBURSEMENT Reimbursement is straightforward--once the training invoice is paid, CCAPE provides the grant recipient with a paid receipt and attendance record. These documents are submitted to Commonwealth Corporation, and reimbursement is typically processed within 30–60 days.
